Operator idea 2026-07-01: the refine role is the one daemon role we've never dogfooded — the orchestrator has done all brief refinement by hand. Use flower's own idea-brief backlog as the refine work, and spawn the refine daemon via the new /roster spawn UI to dogfood both at once. GATED on #25 (UI) + #22 (roster spawn bridge + UI) merging.
